It is dated to Berlin on 18 January 1900 and signed in black ink by Emperor Wilhelm II
with some fraying visible to the ribbon which has partially detached the pin

Constructed of off white paper stock with black ink, the obverse bearing the letterhead of AH in the Berlin Fhrer Chancellery, with a large unused space for the addition of a handwritten inscription, measuring 21 cm (w) x 19. 5 cm (h), a perfectly preserved example retrieved by a Canadian war correspondent, in mint condition.
